N. Grand Ave and South St Utility and Street Reconstruction

Project Update April 21, 2017

Our contractor has now completed the sanitary sewer replacement work throughout the project limits and has moved onto the water main replacement work in the N. Grand and South St. intersection.  Next week they will be continuing the water main replacement work along N. Grand Avenue, and will also move onto completing the storm sewer replacement work on N. Grand Avenue.  With the progress made this week, and the outlook for next week, they will be moving to Phase 2 of the reconstruction project on Friday April 28th.  Phase 2 of the reconstruction project will move the primary focus of the underground utility work onto South St., and close South St. within the project limits (From Clinton St. to N. Grand Avenue).  N. Grand Avenue will also remain closed during this Phase of the project in the same fashion that it has been since the beginning of the project.

The contractor plans to move in traffic control for Phase 2 on Friday April 28th.  The additional traffic control will close South St. to through traffic and on street parking.  As discussed previously, driveway alley entrance access on South St. will be maintained as much as possible.  I will also send a follow up reminder email next week to everyone about the anticipated closure of the rest of South St.

 Traffic Control Plan

Phase 1

·         Traffic Signal at N. Grand Avenue/Wisconsin Avenue in all way red flash (Treated as All-Way Stop)

·         Wisconsin Avenue:  1 Lane in each direction, lanes shifted to southern side of roadway

·         N. Grand Avenue (south of Wisconsin Avenue): Reduced to 1 lane for both east and west turning movements

·         N. Grand Avenue (north of Wisconsin Avenue): Closed to through traffic for roadway reconstruction

Phase 2

·         Traffic Signal at N. Grand Avenue/Wisconsin Avenue in all way red flash (Treated as All-Way Stop)

·         Wisconsin Avenue:  1 Lane in each direction, lanes split around construction work zone

·         N. Grand Avenue (south of Wisconsin Avenue): Reduced to 1 lane for both east and west turning movements

·         N. Grand Avenue (north of Wisconsin Avenue): Closed to through traffic for roadway reconstruction

I have also attached a .pdf of the proposed traffic control plan that describes the 2 phases, which may help visualize the descriptions.  This work is anticipated to take 3-5 days (weather dependent).  With the traffic signal being placed in all way red flash, and the intersection operating as an all way stop, this may cause delays in the area.  During this work utilizing an alternate route around the proposed work area may be advantageous.

The City of Waukesha will be reconstructing N. Grand Avenue from Wisconsin Avenue to W. Main St. and South Street from Clinton ST. to N. Grand Avenue in 2017.  The project will include installation of new water main, relay and lining of the sanitary sewer main and laterals, storm sewer rehabilitation, pedestrian ramp reconstruction, sidewalk replacement and installation of a wider stone paver terrace.  Some existing trees within the terrace will be removed as a part of the project and new street trees will be planted.
